The Department of Education (DepEd) formulates, implements, and coordinates policies, plans, programs and projects in the areas of formal and non-formal basic education.
Project Milestones
The project began with a strategic planning activity with SEED4COM, the community organizer partner, for the implementation of Social Preparation in the islands of Caohagan and Pangan-an.
Training for the Installation, maintenance and support for the COIN Device to be installed in the islands was done in the office of CVISNET.
The actual site assessment of Coahagan and Pangan-an, as well as the installation of the COIN Device at Gilutongan Island, took place.

The social preparation activity was held at Pangan-an Island, with representatives from the Islands of Caohagan and Pangan-an participating.
The team visited the Gilutongan and Caohagan Islands to check any troubleshooting needs for the network, coin device, and lacs, in preparation for the USAID BEACON visit. There were found minor issues such as cabling and power concerns and were further solved by the technical team.
The USAID BEACON team headed by John Garrity Chief of Party of USAID-BEACON and John Avila the Senior Economic Growth Specialist of USAID, visited Gilutongan and Caohagan Islands to learn insights and experiences from the island's ISLET Connect implementation.
The welding of the poles where the P2P will be attached during installation from Gilutongan to Caohagan has started. The location of P2P sender is in Gilutongan Integrated School and the location of P2P receiver is in Caohagan Barangay. The team from 7 Core Communication Inc. trained the technical project team on how to setup, install, and troubleshoot the Multipoint-to-Point infrastructure from Gilutongan to Coahagan. The result of the training was a successful installation and testing of the facility as it registered a strong broadband connection.
APNIC Foundation’s Slyvia Cadena, its Head of Programs & Partnership and Dave Dawson its Senior Communication’s Coordinator visited the Gilutongan and Coahagan project sites to personally experience the impacts of the project on the communities.
A roadshow event was also staged at DOST7 Conference Rooms to promote APNIC Foundation Australia’s programs, including the ISLET Connect project. It was participated by 70 representatives from the government, academe, NGO, and private sectors.
Dr. Toshikazu Sakano, Director of ATR Japan, who flew from Japan to conduct a 2-day training in the usage of the new features of LACS and to pay an actual visit to Gilutongan Island to monitor the deployments of the Locally Accessible Cloud System (LACS), a project component of ISLET Connect.
A conference exhibiting the deployment of LACS in the ISLET Connect as a disaster tool was held at DOST7 Sudlon Lahug Cebu City. It was participated by 60 representatives from the government, academe, NGO, and private sectors.
Training on Starlink installation and LACS accessibility using Starlink were successfully done in Gilutongan and Pangan-an Island. It registered a download speed of 92.4 up to 120 mbps. The training and testing were done to check if Starlink can be a good alternative when P2P will not be available in the islands of Gilutongan, Caohagan and Pangan-an.
Starlink was installed at Pangan-an Island as a temporary internet solution while waiting for the actual installation of P2P from the Island of Gilutongan to Pangan-an. Training on how to use Starlink and the Locally Accessible Cloud System was also conducted.
As part of USAID's endeavors to assist the creation and advancement of the Philippine digital economy, a news conference presenting the ISLET-Connect project was held on at DOST7 Sudlon Lahug, Cebu City. This was attended by 50 participants from govt and non govt sectors including 25 representatives from national media.
